These mods provide a bonus to all spells, not just spells of a particular attribute. Because they work on ALL spells, they have a reduced percentage. Personally, I never use them, and am not aware of anyone who does. I know they do get used for certain builds, but they are not common. So I have a suggestion to make them more usable.

Leave the max at 10%. However, change the all spells to all skills.

This would benefit people wanting to recharge a PvE only skill, a stance, or a signet.

With only 10% max, it won't provide a huge advantage, but one that could make some builds more fun, some skills more useful, and allow more variety in weapon mods.

Haven't thought of any problems this may create, but please list any you think would arise from this.

a lot of inscriptions/mods r pretty useless

however, these do affect spells from attribs that dun get a caster set (i.e. deadly arts, no attribute, etc)

plus these mods r for those ppl who use spells from different attribs and r too lazy to weaponswitch
much like the -5(20%) shields

I think it is a misnomer to say that most are lazy when they use some of those inscriptions. I like having a diverse bar but having a wand or offhand which may affect only half my bar isn't helpful to me. This is speaking PvE. For PvP i would definitely have a 40/40 set.

I see the -5/20% as a "starter inscription". Once you get used to using those inscriptions you can then "graduate" to using specifics... like +10AL vs whatever. Also you need to consider the masses that don't understand the benefits of -2 while encanted vs -5/20% as an example.

To answer MagmaRed's question, I have from time to time used Serenity Now and Let the Memory Live Again. I still prefer a staff with a 20% recharge on all spells vs having one on an offhand and one on a martial weapon. Now you could go with a martial weapon with 10% of all skills and an offhand with 20/20 on it, essentially giving you two chances to HSR: 1 at 10% and 1 at 20%.

I do like the idea of the 10% being all skills instead of spells but even at 10% chance that could be considered over-powered. Imagine a paragon with a 10% recharge on all his skills and for some reason in a minute he gets a half skill recharge on his shouts more than half the time.
